Approve Minutes from February 2023 Meeting: motion to accept from Diana, approved by all members.
New BusinessTobacco Health Regulation proposal- vote possible: There has been an update to the state tobacco law.
Asking BOH to enforcing that laws that we currently have. Leicester limited the amount of tobacco stores to 12, this will reduce the number of tobacco sales over time. Current state law indicates that they cannot sell flavored tobacco, and that the buyer needs to be 21 year of age or older.
Leicester currently implements regulatory checks to ensure that licensed tobacco facilities are in compliance.
Chair would be inclined to notify all current tobacco sellers of this recommendation to give them an opportunity to provide feedback.
Consensus would be to not move forward in adapting a regulation but will move forward supporting a smoke fee Oakham, providing education to all establishments regarding smoking cessation and current state laws. Board unanimous in agreement.
However board does agree that having business in Oakham that sells tobacco products could require an annual licensure for a nominal fee (i.e. $25). Board in agreement. Will discuss and possible vote at next meeting.
Will put on agenda for next BOH meeting.
Private Wells: Leicester to send the board the regulation that was adopted by the state. Could plan to develop guidelines to develop certain activities to stay safe. Board will review regulation and develop a plan for next meeting.

Permits (food permits yearly) proposed June- June cycle due to the nature of the business in town. Inspections to occur twice a year.

North Brookfield hosting a chemical day. BOH website to be updated with details.

Old Business
COVID-19 Update: Leicester continues to provide COVID support minimal cases noted. End of state public health emergency on May 11th.
CPR Training Equipment and Loaning Out: New sign out form completed to post on board of health website. No vote taken. Will review and vote at next meeting
BP Clinic – Council on aging contacted with no return to inquire about BP clinic with no returned corresponse.
Administrative Assistant update- no applicants. Leicester to check with other towns to see if anyone would like to combine services. Board inquired as to what other local towns staff support is in existence.
Recent Complaints/Communications - votes possible
21 Coldbrook Road: property is reportedly being sold as is, barn is to be torn down. Complaint on hold based on new information. All in favor.
162 Crawford Road: Board recommends a letter be sent as a follow up. Leicester to send letter with request for action in 30 days. The letter will be certified. Attempt to send x 2, then a constable would be sent to deliver the letter which requires a signature for acknowledgement. Will cc conservation commission related to potential ground water contamination. Cars and other devices noted to be on property with potential oil leaks. Water supply in proximity.
Update on Shared Services with Leicester: Francis Dagle provided update.
Board of Health Fees – differed. Awaiting information about other local BOH fees.
Recycling Day – flier developed and to be posted on social media and BOH website. Diana to get information about T-shirts for potential participants.
2023-2024 Budget Proposal: No updates from BOS or finance committee related to request for increase.
Review of any permit requests or fees received or payments made: Chair turned over fees received. Payable request for agent invoice created and submitted. A payable from December was incorrectly submitted using BOH expense account vs. BOH agent account. Resubmitted a request to correct this error on 3/15/23
Public Session: Chair of BOS notified Chair of BOH out of ARPA-10,000 was put aside for the board of health.
Discussion about possible digitation of files through external company.
Possible discussion about the purchase of an enclosed trailer for use during a community emergency.
Next Meeting: tentatively 4/26th at 7 pm.
